A new Head of the Model basin is
appointed: N.V.Aliakrinsky, a graduate of the Emperor Nicolas
I Marine Engineering College (in 1917) and of the Naval Academy,
later a Flag Engineer 2nd Rank. In 1937, he was arrested and executed
by shooting on a false charge (rehabilitated in 1956).
Under the supervision of N.V.Aliakrinsky,
the Basin starts testing self-propelled models and model propellers.

N.V.Aliakrinsky and a staff member
of the Basin Yu.V.Krivtsov (later a Deputy Director of the Institute)
publish in the Izvestia newspaper (October 13, 1930) an article
titled 'To the Issue of Research in Shipbuilding' that formulated
justifications for establishing a ship research institute.

The Basin starts extensive research on ship propulsors
and sets up a Marine Propulsor Bureau headed by E.E.Pampel, a
prominent propeller expert.

The Model Basin and its attached
laboratories are re-structured into a Naval Ship Research Institute
(NIVK).
