The Division specialises in predicting prospects for science and engineering development in the field of naval shipbuilding, justification of shipbuilding programmes and outlooks for shipbuilding industry development, design research and expert examination of designs of naval ships and commercial vessels, development of promising concepts thereof, as well as study, analysis and systematisation of foreign experience in naval shipbuilding and comparison of it with the Russian one.

Apart from the main specialisation, the Division undertakes civil developments. Among them are developments of World ocean engineering structures, sea seismic survey facilities (including R&D work), and work associated with sea launch systems for space vehicles.

The Division was established (formally) in 1946 as a department. In 1951 it became a design research bureau, in 1960 - division. But in fact, the character of the Division activity was formed in the early 30s within the Naval Shipbuilding Research Institute, and was marked by the pre-war wide-scope design research on determining concepts of naval ships and commercial vessels including aircraft carriers of the large shipbuilding programme of the year 1938.

Distinguished scientists who made contributions to the development of the Russian shipbuilding: D.Scs.(Tech.) A.I.Maslov, M.Scs.(Tech.) L.A.Gordon, M.Scs.(Tech.) F.E.Bespolov, M.Scs.(Tech.) V.E.Sukhotin, M.Scs.(Tech.) I.V.Girs, M.Scs.(Tech.) A.V.Valdman, M.Scs.(Tech.) Yu.V.Skorokhod, D.Scs.(Tech.) V.V.Dmitriev, M.Scs.(Tech.) V.S.Dorin, M.Scs.(Tech.) A.M.Vasiliev, D.Scs.(Tech.) academician of RAS V.M.Pashin played an important role in the establishment and further development of the Division.

The Division staff includes leading experts of the Russian shipbuilding, among them one Doctor and 27 Masters of Sciences.

Division Offers:

  • Analysis of the situation on the international market of naval and commercial ships and capabilities of Russian and foreign shipbuilding and ship-repairing yards

  • Technical and economical assessments and design justifications in the field of ship development, choice of developers of naval ships and commercial vessels, suppliers of their equipment

  • Development of technical, normative and regularly documents (guidelines, specifications, computations) in the field of naval and merchant ship design: ship theory, architecture and general arrangement, safety, technology, economical efficiency, reliability and operation

  • Theoretical and experimental investigations on naval ship and commercial vessel design: prospects, development predictions and justifications for building of new naval and commercial ships and engineering facilities

  • Development of shipbuilding programmes; independent comprehensive expert examination of naval ships, commercial vessels and specific designs at any stage of development and operation; design investigations and early-stage design work for naval and merchant ship; optimisation of naval and commercial vessel characteristics


  • Development of procedures and software for computer-aided design systems, information management systems, and training simulators for crews of naval ships and commercial vessels; planning of ship-repairing and coastal ship maintenance facility development.
