The Division was established in 1967 involving commercial ship design experts of the Promissing Ship Design Division. Organiser and first Head of the Division was Victor Sergeevich Dorin, Master of Technical Sciences. In 1992 based on the Division the Design & Research Centre on Commercial Shipbuilding was established. In 1999 this Centre was transformed into the Sea & Ocean Engineering Research & Development Centre. The Division predicts commercial shipbuilding development, develops shipbuilding programmes, conducts design investigations and ship expert examination, develops conceptual designs for ships and offshore structures, provides and co-ordinates scientific support for offshore structure development. V.S.Dorin, V.V.Dmitriev and academician of RAS V.M.Pashin made significant contributions to the establishment and further development of the Division. At present the Centre staff of highly-professional experts includes 7 Doctors and 31 Masters of Sciences. The Centre activities cover a wide scope of problems form predicting Russia's demand for ships and crafts of all types and purposes to developing specific designs for ocean engineering structures. In different years the Centre performed the following:work under orders of the shipbuilding industry officials, Russian design bureaus, and contracts with such companies as "Lukoil", "Gasprom", "Rosshelf", "Rosneft" and other, among them contracts for comprehensive R&D work associated with construction of facilities for development of and operation in oil and gas fields of Russian freezing sea shelf, and justification of the ship type and design for transportation of oil away from the site of development all the year round.
